The following is a summary of the planning permit activity for the state of Victoria.

The figures shown below are correct as at 27-01-2023. The hyperlinked figures will search for the relevant current data in the Planning Permit Activity Reporting System (PPARS) and can only be accessed by registered Council users.

Data Accuracy

PPARs reports are subject to change as data is submitted by responsible authorities. Data sourced from PPARs should reference the report 'generated date' and statement of data accuracy which notes if any responsible authorities data is missing.

PPARs applies data checks in the form of 'business rules' to all data submitted for consistency. The validity of data relies on responsible authority systems, data entry and accurate submissions to PPARs.

Reports are generated on the 15th day of the month following the report period (or next business day). Planning Support will update reports with late submissions from responsible authorities on request.

At the time of generation/update, the following responsible authorities had not provided data to PPARs for the month of this report:

For all applications where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the average number of days (inclusive of weekends and public holidays) between the receipt of the application and the Responsible Authority making a determination.

Median processing days to Responsible Authority determination

For all applications where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the median number of days (inclusive of weekends and public holidays) between the receipt of the application and the Responsible Authority making a determination.

Completed within sixty days

For all applications where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the percentage of applications identified by the Responsible Authority as being ineligible for the VicSmart work stream process and having been completed within the prescribed sixty (work) day period.

Average gross days to final outcome

For all applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the average number of days (inclusive of weekends and public holidays) between the receipt of the application and the final result.

Median processing days to final outcome

For all applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the median number of days (inclusive of weekends and public holidays) between the receipt of the application and the final result.

Received

For all applications identified as eligible for the VicSmart work stream process by the Responsible Authority, this is the number of applications received where the application received date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe.

Completed

For all applications identified as eligible for the VicSmart work stream process by the Responsible Authority, this is the number of applications completed where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe.

Completed within ten days

For all applications where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the percentage of applications identified by the Responsible Authority as having been both eligible for the VicSmart work stream process and having been completed within the prescribed ten (work) day period.

Section 77: Appeal against refusal by RA

This is the number of applications where the VCAT lodgement date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been marked as including an appeal by the applicant against the refusal by the Responsible Authority to issue a permit.

Section 79: Appeal against failure to grant

This is the number of applications where the VCAT lodgement date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been marked as including an appeal by the applicant following the expiration the the sixty day time period without a determination by the Responsible Authority.

Section 80: Appeal against conditions

This is the number of applications where the VCAT lodgement date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been marked as including an appeal by the applicant against conditions applied by the Responsible Authority pursuant to the issue of a permit.

Section 82: Appeal against issue of permit

This is the number of applications where the VCAT lodgement date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been marked as including an appeal by a stakeholder against the issue of a permit by the Responsible Authority.

Affirmed

This is the number of applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been determined by VCAT as affirming the original Responsible Authority determination.

Varied

This is the number of applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been determined by VCAT as varying the original Responsible Authority determination.

Set Aside

This is the number of applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have been determined by VCAT as setting aside the original Responsible Authority determination, and issuing its own.

Withdrawn/Struck out

This is the number of applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and have either been withdrawn by the applicant, or have been struck out by VCAT.

Remitted

This is the number of applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, and VCAT have remitted the application back to the Responsible Authority for further consideration.

Average gross days to determination

For all applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the average number of days (inclusive of weekends and public holidays) between the VCAT lodgement date of the appeal on the application and the final determination.

Median processing days to determination

For all applications where the VCAT outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the median number of days (inclusive of weekends and public holidays) between the VCAT lodgement date of the appeal on the application and the final determination.

This figure is the net total of dwellings approved for this period, identified in all applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, where a permit has been issued, and the application category has been marked as including the construction of a new dwelling or dwellings.

This figure is the net total of new lots approved for this period, identified in all applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, where a permit has been issued, and the application category has been marked as including the subdivision or consolidation of land.

These figures are the number of applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, where a permit has been issued, and the identified proposed land use is different to the current land use identifed for the property.

For all applications where the Responsible Authority outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, this figure is the percentage of applications identified by the Responsible Authority as having been completed within the prescribed sixty (work) day period.

This figure is the estimated net total of subdivisions approved for this period, identified in all applications where the final outcome date is equal to or greater than the first day of the relevant timeframe, yet less than or equal to the last day of the relevant timeframe, where a permit has been issued, and the application category has been marked as including the subdivision of land. This is not inclusive of building subdivisions.
